Dr. Evans received her Ph.D. in Political Science from the University of Illinois at Chicago in 2012 for her dissertation titled, "The Path to Incorporation: Place Matters."  In her dissertation, Dr. Evans examined how local sociopolitical context shapes the path to African-American political incorporation or political exclusion in cities.  Dr. Evans earned her B.A. in political science from Washington University in Saint Louis and her master′s degree in political science from the University of Illinois at Chicago.  Her teaching and research interests include urban politics, urban policy (crime, education, and housing), racial politics, and racial and economic inequality.
