As Congress wrestles with renewal of the Higher Education Act, industry online journal Inside Higher Ed has covered the issues from every angle. Frequently they seek out President Troutt’s opinions which were refined while chairing the Congressionally appointed Commission on the Cost of Higher Education. This article reports on the national nervousness about federal intervention into institutional prerogatives. President Troutt is an advocate of transparency, but he notes that “It is important to distinguish between disclosure and bureaucracy.”
