Publications Board


Publications Board Constitution 

The Publications Board is a semi-autonomous body of the Executive Branch of Rhodes Student Government. The Board is composed of the Publications Commissioner; three representatives elected one each from the rising Sophomore, Junior, and Senior classes; one representative elected from the class of First Year students; two representatives elected at-large; and one representative from each of the five official student publications:
  • Sou’wester– the student newspaper
  • Lynx – the student yearbook 
  • Southwestern Review – a student literary magazine
  • Confluence – a student humanities journal
  • Cereal Info – a weekday student news brief

The governing documents of Rhodes Student Government charge the Board to supervise all official student publications, select their editors, and establish their budgets. The Board is responsible to represent and incorporate diversity pursuant to the Rhodes Student Government Diversity Statement and to allow the student publications to serve as a primary forum for examining and refining ideas, perspectives, and opinions of differing origins.

Rhodes College Panhellenic Constitution

 

Article I—NAME

         The name of this organization shall be the Rhodes College Panhellenic Association.

 

Article II—PURPOSE

SECTION 1. To maintain a high plane of sorority life such that the Greek experience is a positive force in the lives of women who choose it.

SECTION 2. To promote superior scholarship as basic to intellectual achievement.

SECTION 3. To cooperate with the College administration in the enforcement of college policies where applicable to the deemed members of this council, as well as the enforcement of specific recruitment and pledging regulations.

SECTION 4. To compile and enforce regulations governing sorority operations, activities, recruitment, pledging, and initiation at Rhodes college.

SECTION 5. To be a forum for discussion of questions of interest in the college and fraternity world by implementing informative and thoughtful programming on campus throughout the year.

Article III—MEMBERSHIP

SECTION 1. The regular or full membership of the Rhodes College Panhellenic Association shall be composed of all members in good standing of National Panhellenic Conference or National Panhellenic Council at Rhodes College.

  1. Full membership shall have representation, voice, and vote.
  2. Full members shall abide by the Constitution and Bylaws of the Panhellenic Council of Rhodes College.
  3. Admission to full membership shall be granted upon a 3/4 vote in favor or petition by the voting membership of Panhellenic Council.     

SECTION 2. The associate membership of the Rhodes College Panhellenic Association shall be composed of all members in good standing of National Panhellenic Conference or National Panhellenic Council colonies or pledge chapters.

  1. A group given the status of an associate member shall have regular representation, voice, and voting privileges.
  2. Associate members shall abide by the Constitution and Bylaws of the Panhellenic Council of Rhodes College.
  3. Associate membership will be determined by a 2/3 majority vote of the voting membership of the Panhellenic Council.

Article IV—OFFICERS

SECTION 1. The Executive Council will consist of the following officers of the Rhodes Panhellenic Association. They shall be President, Vice President of Recruitment, Vice President of Programming, Recording Secretary/Treasurer.

SECTION 2. Executive Board of the Panhellenic Council shall have such powers and duties described in the Bylaws of the Rhodes College Panhellenic Association.

SECTION 3. The officers shall serve for a term of one year, the term beginning one or two weeks after the last fraternity officer installation.

Article V—DUTIES OF OFFICERS

SECTION 1. The President shall:

  1. Have the overall responsibility for the operation of the Panhellenic Council
  2. Be an ex-officio member of the Panhellenic Council.
  3. Preside at regular meetings of the Panhellenic Council and call and preside at its special meetings.
  4. Call and preside at all meetings of the Panhellenic Executive Board.
  5. Call and preside at all meetings of the Panhellenic Judiciary Committee.
  6. Sign all Panhellenic Association contracts involving Rhodes Women’s Panhellenic.
  7. Report as required to the National Panhellenic Conference Area Advisor.
  8. Maintain a complete and up-to-date procedure notebook.
  9. Perform all other duties usually pertaining to this office.

SECTION 2. The Vice President of Recruitment shall:

  1. Direct all the Panhellenic Recruitment programs in cooperation with the member sororities.
  2. Be responsible for the updating and printing of the Recruitment Rules Handbook.
  3. Call and preside at all Recruitment Committee meetings.
  4. Coordinate the education of all involved in the Recruitment process as to the Recruitment rulings and procedures according to Panhellenic Council.
  5. Keep current statistics concerning the number of initiated members and new members of each Panhellenic Association member fraternity.
  6. Maintain a complete and up-to-date procedure notebook.
  7. Perform all other duties pertaining to this office.

SECTION 3. The Vice President of programming shall:

  1. Be responsible for the coordination of thoughtful programming on Greek issues that would be of interest not only to the Greeks on campus, but also to Greeks and non-Greeks in the Memphis community.
  2. Be responsible for the Recruitment counselor program, including training.
  3. Maintain a complete and up-to-date procedure notebook.
  4. Perform all other duties relating to this office.

SECTION 4. The Recording Secretary/Treasurer shall:

  1. Keep an up-to-date file role of the members of the Panhellenic Council and call it at all council meetings.
  2. Keep full minutes of all meetings of the Rhodes Panhellenic Council and a record of all action taken.
  3. Be responsible for the official correspondence of the Panhellenic Council unless otherwise provided.
  4. Sign Panhellenic Association contracts when authorized to do so.
  5. Maintain a complete and up-to-date procedure notebook.
  6. Keep accurate accounts of disbursements and monies received.
  7. Be responsible for all funds and money-making projects.
  8. Be responsible for collecting fines.
  9. Make a budget at the end of the year for the following year.
  10. Keep accurate accounts and an up-to-date file/record of Panhellenic financial position.
  11. Oversee allocation of Panhellenic funds.
  12. Perform all other duties pertaining to the office.

Article VI—THE PANHELLENIC COUNCIL

The administrative body of the Rhodes College Panhellenic Association shall be the Rhodes College Panhellenic Council. It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of the Rhodes College Panhellenic Association and to compile rules governing the Panhellenic Association, including rushing and pledging, which do not violate the sovereignty, rights, and privileges of member fraternities.

SECTION 1. Membership. The Panhellenic Council shall be composed of three delegates from each regular member chapter on Rhodes’ campus (two serving as the junior and senior representatives, one as a member of the executive council; the president of each chapter is strongly encouraged to attend) and an administrative advisor to the Council.

SECTION 2. Selection of delegates. Delegates to the Panhellenic Council shall be selected by their respective fraternity chapters to serve for a term of one year, the term beginning one or two weeks after the last fraternity officer selection. Whenever possible, the junior representative of one year shall be the senior representative for the succeeding year. Each representative shall have participated in rush as an active member of her chapter for at least on year.

SECTION 3. Delegate Vacancies. When a delegate vacancy occurs, it shall be the responsibility of the fraternity concerned to select a representative within two weeks and to notify the Panhellenic Council Recording Secretary of the representative’s name, address, and telephone number. When a meeting of Panhellenic Council occurs while a delegate vacancy exists, the junior representative of the fraternity concerned shall fulfill the duties of the delegate in all cases, save that of the President. The Vice President shall fulfill the duties of the President.

SECTION 4. The officers of the Rhodes College Panhellenic Association shall serve on the Executive Board of the Panhellenic Council and shall have such powers and duties as are prescribed in Article V of the Rhodes College Panhellenic Constitution.

SECTION 5. Voting

  1. The voting body of the Rhodes College Panhellenic Association shall be its Panhellenic Council.
  2. A majority shall be necessary to make all rules and penalties regarding Recruitment, to admit new member groups, and to carry all other questions.
  3. The power of one vote shall be granted to each regular member chapter of the Rhodes College Panhellenic Association.
  4. In the event that a particular fraternity has no representative at a Panhellenic Council meeting, no vote can be taken.
  5. In the event of a tie, the President shall cast the deciding vote.

SECTION 6. Voice. Representatives of associate member fraternities and all alumnae advisors shall have voice but no vote.

Article VII—UNANIMOUS AGREEMENTS AND POLICIES

SECTION 1. Fundamental Panhellenic laws as embodied in the Panhellenic Unanimous Agreements must be observed by the Rhodes Panhellenic Association.

SECTION 2. All the regulations and laws of the Rhodes College Panhellenic Association must be in harmony with the Unanimous Agreements as outlined in the NPC Manual of Information.

SECTION 3. As an organization of Rhodes College, the Rhodes College Panhellenic Association shall be bound to uphold all college policy pertaining to its members.

Article VIII—VIOLATIONS

SECTION 1. If any fraternity violates any regulations of this constitution, any of the Rhodes Panhellenic Rules of Rush, or the National Panhellenic Unanimous Agreements, or other policy of a duly recognized organization of the College, it shall be subject to the penalties of the Panhellenic Council as stated in the Bylaws of this constitution.

SECTION 2. Any violations of the above stated, shall be adjudicated by the judicial committee of the council who will also adjudicate.

Article IX—AMENDMENTS

The constitution may be amended by a majority vote of the Rhodes Panhellenic Council, provided that the amendment has been submitted to the member groups for prior approval.

The President of the College has the authority to amend this constitution. Also, administrative approval is required for any amendments to this constitution.

PANHELLENIC BYLAWS

Article I—FINANCE

SECTION 1. Contracts. The signature of the President and the Treasurer shall be required to bind the Rhodes Panhellenic Association.

SECTION 2. Checks. All checks issued on behalf of the Rhodes Panhellenic Association shall be signed by the Treasurer or the President.

SECTION 3. Charges. All charges on behalf of the Rhodes Panhellenic Association shall be made by the Executive Board with the approval of the Treasurer or advisor. Phone calls pertaining to Panhellenic may be made by the Panhellenic President and will be paid for by Panhellenic. No other member’s calls will be reimbursed unless authorized by the President.

SECTION 4. Fees and Fines.

  1. Each regular member fraternity shall be assessed per member annually for membership in the Rhodes Panhellenic Association, to be paid by a date specified annually by the Treasurer.
  2. During Recruitment there shall be a fine for bid lists turned in after the time designated by the Recruitment Committee.
  3. Fees and fines shall be decided by a majority vote of the Rhodes Panhellenic Association.
  4. All fees and fines shall be collected by the Treasurer of the Rhodes Panhellenic

Association by the designated deadline set by the Rhodes Panhellenic Association or within one month of enactment. Each month of delay brings a penalty equal to the amount of the original fine. All fees and fines must be paid for each sorority to participate in Recruitment.

Article II—SELECTION OF OFFICERS

SECTION 1. Each regular member fraternity shall select the following delegates to serve on the Council: an officer for the Executive Board, a senior delegate, and a junior delegate.

SECTION 2. The offices of the Rhodes Panhellenic Association shall be held in rotation by each member fraternity in order of its establishment at Rhodes College. Each regular member fraternity shall in its turn, provide a President Elect to serve as Vice President of Recruitment for the Panhellenic Association as that fraternity’s Executive Officer. If the representative from the sorority in order of rotation is not prepared to serve as Vice President of Recruitment, that sorority shall relinquish its place to the next sorority in order of rotation. The sorority so passed may resume its place the following year, and normal rotation shall be resumed.

         The rotation system is:

                     President

                     Vice President of Recruitment

                     Vice President of Programming

                     Recording Secretary/Treasurer

SECTION 3. The junior and senior representatives shall be elected by their respective fraternities to serve for a term of one year beginning no later than two weeks after the last fraternity officer selection process. All representatives shall have participated in Rush as an active member of their chapter for at least one year. The titles junior and senior do not refer to the class levels of the officers.

SECTION 4. Attendance to all regular meetings is required for all members of the Panhellenic Council. Excuses shall be turned in to the Recording Secretary at least 24 hours prior to the scheduled meeting. Each sorority must have at least one member present to hold a meeting. Two unexcused absences from any member serving on the Panhellenic Council shall result in a fine, which will be determined by the Panhellenic Executive Board, for the member’s respective house

SECTION 5. The President of each NPC fraternity shall be encouraged to serve on the Panhellenic Council.

SECTION 6. No Panhellenic officer may hold the position of Recruitment Chairman in her fraternity.

Article III—THE EXECUTIVE BOARD

The Executive Board shall be composed of the four (4) executive officers and the Panhellenic advisor. It shall:

SECTION 1. Appoint all Standing and Special Committees of the Rhodes College Panhellenic Council and their chairmen and, in making these appointments, recognize representation from all member fraternities.

SECTION 2. Administer routine business meetings of the Panhellenic Council when advisable and report all action taken by the Executive Board at the next regular meeting of the Panhellenic council.

Article IV—STANDING COMMITTEES

SECTION 1. The Standing Committees of the Rhodes College Panhellenic Council shall be: Judiciary and Rush.

SECTION 2. The Committee chairs shall be members of the Panhellenic Council. Committee members however, may be chapter members as well as Panhellenic delegates.

SECTION 3. The Standing Committee shall serve for a term of one year. Such a term of office is to begin one or two weeks after the last fraternity selection.

SECTION 4. Immediately following the selection of officers for the ensuing year, the President Elect shall call a meeting of the Executive Board to care for the appointment of committee chairmen and members.

SECTION 5. Judiciary Committee:

  1. Membership. The Judiciary Committee shall be made up of the Executive Board and the Presidents of each fraternity. The Panhellenic President presides with no vote except in cases with a tie.
  2. Duties. it shall be the duty of the Judiciary Committee to deal with violations of the Constitution and Bylaws of the Rhodes College Panhellenic Association.

SECTION 6. Recruitment Committee:

  1. Membership. The Recruitment Committee shall consist of the Vice President of Recruitment as chairman, along with each chapter’s Recruitment Chairman.
  2. Duties. The Recruitment Committee shall coordinate formal and informal Recruitment activities.

Article V—ADMINISTRATION OF RECRUITMENT

SECTION 1. Formal Recruitment will be held during the fall semester of the school year. The dates will be set by the Panhellenic Council.

SECTION 2. Women eligible for Fall Recruitment must pay a clerical Recruitment fee of an amount which is deemed appropriate by the Panhellenic Council, and must sign up for Recruitment prior to the deadline set by Panhellenic, with the exception that women will be accepted under unusual circumstances up until the first party with the approval of the Panhellenic President and Vice President of Recruitment.

SECTION 3. The preferential bidding system shall be used.

SECTION 4. Open bidding will be permitted from the conclusion of bid day until the last day of classes. Those chapters not having reached chapter total may participate in open bidding. Chapters which do not fill basic quota during formal Recruitment may continue to bid and pledge to quota in continuous open bidding even though reaching quota puts them over the total.

SECTION 5. Quota range system shall be used as recommended by National Panhellenic Conference. Quota addition system shall be used to place every eligible woman into a sorority. Women who did not single intentional preference are eligible for quota additions.

SECTION 6. Any depledging, termination, or other changes in membership shall be reported to the President, the Panhellenic Secretary, and the Panhellenic advisor no later than the next regularly scheduled Panhellenic Council meeting.

Article VI—RULES OF RECRUITMENT

The Recruitment rules established by the Rhodes College Panhellenic Council apply to all women students involved in Recruitment, both the Potential New Members and sorority women. Recruitment rules are provided to give Potential New Members and active sorority women the most relaxed and enjoyable atmosphere possible during Recruitment. Rules are renewed yearly and are available for review by contacting the Panhellenic Vice-President of Recruitment.

Article VIII—HAZING

Hazing shall be considered a violation of the Bylaws of this constitution and be considered as any action taken or situation created, intentionally, whether on or off fraternity premises, to produce mental or physical discomfort, embarrassment, harassment or ridicule. Such activities and situations include creation of excessive fatigue, physical and psychological shock, wearing publicly any apparel which is conspicuous and not normally in good taste, morally degrading or humiliating games and activities, late night sessions which interfere with scholastic activities, and any other activities which are not consistent with the regulations and policies of Rhodes College.

Article IX—PLEDGING AND INITIATION

SECTION 1. A woman must be a regularly matriculated student to be eligible for recruitment, pledgeship, and initiation.

SECTION 2. A woman who breaks her pledge with one fraternity on this campus, shall not be eligible for membership in another fraternity on this campus for one year from the date of the pledging as filed by the President of the fraternity concerned.

SECTION 3. If a woman breaks her pledge less than one week before finals begin, her grades must be included in the sorority average for the semester.

SECTION 4. A New Member may be initiated whenever she has met the requirements of the fraternity to which she is pledged after having met a minimum GPA of 2.0.

Article X—AFFILIATION

SECTION 1. Transferring Affiliates:

  1. Any transfer student wishing to affiliate or already having affiliated with a group represented on our campus shall be bound by the Panhellenic Recruitment Rules in the same manner as other sorority women.
  2. It shall be the duty of the affiliated fraternity’s Panhellenic representative to inform her of Rhodes Panhellenic policies and regulations and to further notify the Panhellenic Vice President of Recruitment that the affiliate has been duly notified on all Recruitment matters.
  3. Transfers will be able to affiliate with their own group on campus even though that group may have filled its quota and reached its total. However, transfers will be counted in the total thereafter.

SECTION 2. Social Affiliates:

  1. Any transferring woman who is a member of a Greek letter organization not represented on this campus is eligible to socially affiliate with a chapter on campus.
  2. Social Membership shall entail participation in any activities of the group chosen, subject to that group’s local and national policies on such matters.
  3. Social Membership shall not entail participation in Recruitment.
  4. Social Membership shall be bound by all Recruitment rules set forth by the Rhodes Panhellenic Council in the same manner as other sorority women on campus.

Article XI—VIOLATIONS

SECTION 1. All accusations concerning violations of the Rhodes College Panhellenic Association’s Constitution and Bylaws, any chapter’s violation of College regulation, or failure to adhere to expected standards of conduct, and any policies violated agreed upon by the Rhodes College Panhellenic Council shall be handled as prescribed by the procedure for handling Recruitment infractions in the Unanimous Agreements.

SECTION 2. On the Judiciary Committee, each sorority shall have one vote, with the exception of the accused sorority. The accused sorority shall be responsible for its own defense and the Panhellenic President shall act as the non-voting chair except in the case of a tie.

SECTION 3. A simple majority vote by the Judiciary Committee shall be necessary to find the accused fraternity in violation. The accused fraternity will be allowed to participate in the proceedings but will not be allowed to vote. There may be no abstentions from a representative.

Article XII—AMENDMENTS

The Bylaws may be amended by a majority vote of the voting members of the Panhellenic Council provided that notice of the proposed amendment has been given in writing at the preceding regular meeting. The President of the College has the authority to amend this constitution. An amendment to this constitution shall be adopted only after approval of the President of the College, in compliance with the Bylaws of the College.

Social Regulations Council


Social Regulations Council Constitution

The student body of Rhodes has the responsibility of governing its social and moral conduct on campus through the cooperative efforts of class and ex-officio members of the Social Regulations Council. The membership of the Council consists of seventeen voting members: a president and sixteen elected class representatives of the student body.

The Council’s responsibilities are to investigate social offenses and enforce regulations with penalties up to and including expulsion, to advise the College administration on social regulations, and to promote responsible, sensitive, and mature conduct among students.

The Interfraternity Council Constitution

 

Article I - NAME

The name of this organization shall be “The Interfraternity Council of Rhodes College.”

 

Article II - PURPOSE

The purpose of the Council is sixfold:

  1. Judicial: to adjudicate offenses and to act as an appellate board for the fraternities;
  2. Programming: to coordinate and to regulate the activities of the social fraternities;
  3. Educational: to promote and sponsor educational programs to increase awareness on issues concerning fraternities (i.e. alcohol awareness, hazing, etc.);
  4. Communicative: to serve as a liaison concerning fraternity matters between the fraternities and the faculty/administration and to maintain order and promote cohesion among the Rhodes College fraternities;
  5. Service: to provide community service;
  6. Recognition: to recognize fraternities for their services to the College and the community.

Article III - AFFILIATIONS

In order to fulfill the above stated purpose, this organization shall be affiliated with the Southeastern Interfraternity Conference and the National Interfraternity Conference if it chooses.

Article IV - POWERS

SECTION 1. The Interfraternity Council is the governing body of the Rhodes College fraternity system.

SECTION 2. The Coucil shall be empowered to administer and execute the tenets of the Interfraternity Coucilconstitution and its bylaws, and the rules of Rhodes College concerning fraternities.

SECTION 3.The Executive Council of the IFC is responsible for carrying out the rulings of the Judiciary.

Article V - MEMBERSHIP

SECTION 1.

  1. The Interfraternity Council shall consist of all fraternities on the campus recognized by Rhodes College (and who are affiliated with a recognized national fraternal organization) that comply with the constitution of this Council and remain in good standing as stated in Chapter 1, Section 1 of the Rhodes College Interfraternity Council Bylaws. Each fraternity fulfilling the above requirement shall be recognized by the Council and therefore be a member of the Council.
  2. Each fraternity shall designate three members to serve as representatives on the Council. One shall be the highest ranking officer who is able to attend from the chapter. The other two shall be active members of the fraternity who have attended Rhodes College for at least one semester. The representatives will serve from the first IFC meeting following the mandatory initiation date until the same date occurs one year later. All representatives are expected to attend all meetings of the Council. The fraternities are expected to keep the same representatives throughout the entire year. Substitutions must be approved by an executive officer forty-eight (48) hours prior to a scheduled meeting.
  3. Representatives, having served at least one full year on the Interfraternity Council, shall be elected to serve as executive officers of the Council in accordance with ARTICLE VI. No executive officer of the Council shall be a designated representative of his fraternity, or serve to count as a representative for quorum.
  4. The Rhodes College Greek Advisor shall be a non-voting member of the Council.

 

SECTION 2. There shall be an Appellate Board of the Interfraternity Council.

SECTION 3. An executive officer or representative who fails to perform his duties may be asked by the Council to resign. If the executive officer or representative fails to resign, the Council may expel him by a two-thirds (2/3) majority vote.

Article VI - OFFICERS

SECTION 1. The executive officers of the Interfraternity Council are the president, vice-president of programming, vice president of rush, treasurer, and secretary.

SECTION 2.

  1. The president shall call and preside over meetings, appoint committees, serve as an ex-officio member of all committees and shall be responsible for the execution of all Council decisions. The president shall be the official representative of the Interfraternity Council to Rhodes College. The President shall also submit a recommendation to the IFC for Chief Justice.
  2. 1) The vice president of programming shall act in the capacity of the president in his absence, coordinate any educational and philanthropic programs sponsored by the Council, direct alumni relations, and organize meetings of the fraternity faculty and chapter advisors. In the event that a permanent vacancy occurs in the presidency, the vice-president of programming will become the new president.

    2) The vice president of rush shall plan and implement the Council’s fall rush program and serve as a resource for the chapters regrading rush and pledgeship. He shall also be responsible for chairing the Council’s bylaws revisions in the fall. He shall also be responsible for maintaining a current record of fraternity membership and new members. All de-pledging must be submitted to the Vice-President of Rush.
  3. The treasurer shall prepare and submit an annual budget for approval by the Interfraternity Council, supervise the direction of the Council’s funds, report the Council’s financial status at each meeting, make budget requests from the Rhodes Student Assembly, and collect and remit all financial obligations.     
  4. The secretary shall keep the roll of the Council, record and distribute the Council minutes of all meetings via e-mail, notify the Council members in advance of every meeting, and collect and distribute a current record of all Rhodes College fraternity officers, members, pledges, enrolled alumni, and social affiliates.
  5. The Chief Justice shall preside over all judicial hearings Council and be the representative of the Inter Fraternity Council to the Social Regulations

SECTION 3.

  1. All nominations for the executive officers of the Council will be held during the last meeting in January and elections will be held at the first meeting in February. Installation of officers will occur at the next meeting.
  2. The executive officers shall serve from the first meeting following the last possible initiation date until the installation of new executive officers.
  3. Executive officer vacancies, exclusive of the president, will be filled by a council member elected to serve for the rest of the unexpired term.

SECTION 4. All executive officers must remain in good standing with the College.

Article VII - MEETINGS

The Council shall meet at least every two weeks of the academic year, upon the call of the president, or upon the call of any one member fraternity in good standing.

Article VIII - QUORUM AND VOTING

SECTION 1. Quorum is two-thirds (2/3) of the fraternities on the Council.

SECTION 2.

  1. Quorum will be required to pass a motion.
  2. Each fraternity shall be entitled to one vote.
  3. The executive council shall not be entitled to vote, however, in the case of a tie vote the president will cast the deciding vote.

Article IX- JUDICIARY

Section 1. The Judicial Board of the Interfraternity Council shall consist of nine (9) members: one representative from each house, the Chief Justice and two Secretaries.

Section 2. Each house shall nominate two candidates to be voted upon for membership. In order to be installed onto the Judicial Board, a candidate must receive 4/5 of the vote. The sponsoring house shall abstain from an election involving its candidate. The goal of this election is to produce an impartial judiciary body.

Section 3. The Chief Justice         

  1. The Chief Justice shall be nominated by the IFC President and approved by a five-sixth (5/6) majority of the IFC Representatives.
  2. When possible, the Chief Justice shall be elected from the judicial body.
  3. The IFC President and the Chief Justice shall not be from the same house.
  4. The Chief Justice shall preside over all hearings except in the case of extreme bias.
  5. The Chief justice is answerable directly to the Dean of Student Affairs and the Director of Greek Life.
  6. Questions of procedure and interpretation arising under the constitution and by-laws shall be decided by the Chief Justice.
  7. The Chief Justice shall be a non-voting member during hearings.
  8. The Chief Justice shall act as an Ex-Officio member of IFC
  9. The Chief Justice shall nominate two (2) secretaries for approval by the Judicial Board

Section 4. The Secretaries

  1. The Recording Secretary shall be responsible for the proper recording of all hearings and providing written transcriptions when necessary.
  2. The Corresponding Secretary shall be responsible for all letters of notification and correspondence. He shall act as Chief Justice in the absence of that officer.
  3. They shall be nominated by the Chief Justice and require the majority approval of the Judicial Board.
  4. The two Secretaries shall serve on the pre-hearing committee in order to determine if an alleged violation should be taken to a formal hearing setting.
  5. Neither secretary shall be from the same house as the Chief justice.

Section 5. No member of the Judicial Board may sit in on an IFC meeting unless approved by the IFC President and the Chief Justice.

Section 6. No member of the Judicial Board may concurrently serve on the executive council of his house.

Section 7. Any member may be removed from the Judiciary Board by a three-fourths (3/4) vote of the Board.

Article X- AMENDMENTS

SECTION 1       

  1. A proposed amendment to this constitution shall be adopted only after the Council has reviewed it. The proposed amendment will then be tabled until the next Interfraternity Council meeting. Prior to the next week each fraternity will review the proposed amendment.
  2. At the Council meeting following the introduction of the proposed amendment, the Council will discuss and vote on whether or not to accept the amendment.
  3. An amendment must be approved by a five-sixths (5/6) majority of the Council.
  4. This constitution may be amended with the approval of five-sixths (5/6) of the fraternities on the Council and the approval of the Dean of Student Affairs and the College President in accordance with the by-laws of the College.
  5. Following Council and administrative approval, the amendment shall be in effect and shall supersede and replace all bylaws, rules, and regulations previously adopted by the Council.

The Interfraternity Council Bylaws

 

Chapter I - FINANCIAL

SECTION 1.

  1. A fraternity in good standing shall: (1) have fines less than $50, and (2) pay all its dues and fees by their deadline. After all delinquent dues have been paid, and its fines are less than $50, a fraternity is in good standing.

  2. A fraternity which is not in good standing (1) may not vote, and (2) may not pledge any man. Exceptions to good standing must be approved by the Interfraternity Council by a majority vote.

SECTION 2.

  1. A fraternity not represented by any of its three members at a regularly scheduled meeting will be charged a fine of $50.\

  2. If only 1 member attends, then the fraternity will be charged $25.

  3. If only two members attend, then the fraternity will be charged $15.

  4. If a member of the executive council is absent from a regularly scheduled meeting without giving the president and secretary 24 hours prior notice, his fraternity will receive a $20 fine.

  5. If a member is absent from a committee meeting of a committee to which he is assigned, without notifying the chair of the committee and finding a substitute, he will have his fraternity fined $20.

SECTION 3.      First and second semester dues are $75 per fraternity. Dues must be paid by September 30 and January 30 respectively. If dues are not paid by the deadline, a fraternity is not in good standing, and incurs a 10% increase in their delinquent fee per month until paid.

SECTION 4.      Each fraternity will be assessed $10 per man pledged. This fee will be paid within a week of pledging. If this fee is not paid by the deadline, the fraternity is not in good standing, and incurs a 10% increase in their fee per month until paid.

SECTION 5.

  1. No individual or group shall incur a debt payable by the Interfraternity Council without written approval from the executive council.

  2. Expenditures over $100 require Council approval.

  3. All expenditures payable by Interfraternity Council checks require the president’s and treasurer’s signatures.

Chapter II - ADJUDICATION

SECTION 1. Complaints.

If a person or group feels that a violation of the Interfraternity Council constitution or bylaws has occurred, that person or group should contact a member of the Judicial Board. The Chief Justice and Judicial Secretaries shall decide if a reported violation warrants investigating. The Judicial Board itself may conduct its own investigation if it feels that a violation of the Interfraternity Council constitution, bylaws or the Rules of Rhodes. College has transpired.

SECTION 2. Pre-Hearing.

  1. If it is determined that a report warrants investigation, the Chief Justice shall appoint a Special Investigator (SI) from the Interfraternity Council.

  2. The Special Investigator shall be responsible for the following:

    1. Compose a list of involved parties;
    2. Call involved parties and either interview them then or set up a times for interviews;
    3. Explain the nature of the case, answer questions regarding the case or judicial process, and inform involved parties that they are to remain professional and civil throughout the judicial process;
    4. Provide the party bringing forth charges against a fraternity and all witnesses with a copy of the IFC constitution and bylaws if they do not have one;
    5. Provide the fraternity allegedly in violation with a list of IFC members and Judicial Board members, and a copy of the IFC constitution and bylaws if they do not have one
    6. Hold interviews with one person at a time, privately;
    7. If possible, record interviews during which direct questions are asked regarding the case;
    8. Procure written statements from involved parties;
    9. Report to the Chief Justice and Judicial Secretaries;
    10. Be present at the hearing if one is deemed necessary. If possible, the Special Investigator should try to reach an informal resolution.
  3. The Chief Justice and Judicial Secretaries shall decide, based upon the written statements of the involved parties and the advice of Special    Investigator, if a hearing is necessary. If a hearing is deemed necessary

    1. They shall set a date, time, and location for the hearing and develop a list of parties to be present at the hearing;
    2. They shall appoint an Advisor from one of the IFC representatives from the fraternity allegedly in violation;
    3.  The Corresponding Secretary shall inform by phone and in writing members of the Judicial Board of the date, time, and location of the hearing.
  4. The Advisor shall

    1.  Inform the fraternity allegedly in violation of the judicial procedure,
    2. Answer questions of the fraternity allegedly in violation regarding the case, 
    3. Remind the fraternity allegedly in violation to remain civil and professional throughout the hearing and judicial process,
    4. Read the official charges and disclose the identity of the party bringing forth charges, and witnesses, and
    5. Sit with the fraternity allegedly in violation during the hearing.
  5. The Chief Justice shall inform the president of the fraternity allegedly in violation and the Advisor in writing of the date, time, location and nature of the case at least seventy-two hours in advance of the hearing; the Chief Justice shall inform all parties involved in the hearing, at least seventy-two hours in advance,  

    1.  That they will testify at the hearing,
    2. The date, beginning time, and location of the hearing, and
    3. A time for them to arrive at the hearing location.
                

SECTION 3. Hearing.

  1. The Recording Secretary shall be responsible for making an audio tape and taking notes of the hearing to be given to the Dean of Student Affairs and the Greek Advisor upon request.
  2. The Chief Justice shall lead all Hearings unless he feels he cannot be unbiased.     

    1. The Chief Justice asks all involved parties to enter the hearing room and reminds them that the hearing is an official matter bound by the honor code and all concerned shall not reveal the proceedings of the hearing
    2. The Chief Justice then leads the members of the Judicial Board and all involved parties in taking following oath: 

      On my honor, I do affirm that I will not divulge anything that is said or done at this hearing to anyone outside the prescribed bounds of confidentiality.
    3. The chief Justice reads the official charges and reveals the identities of the fraternity allegedly in violation and the parties bringing forth charges.
    4. All present except members of the Judicial Board will be asked to leave.
    5. The Chief Justice then asks if any Judicial Board member feels he cannot be unbiased. If he cannot, then he will tell the chief Justice and be removed from the Hearing. 
    6. A representative of the fraternity allegedly in violation (hereby referred to as the fraternity allegedly in violation) is brought in by the Advisor and the two are seated at one end of the table. 
    7. The party bringing forth charges is brought in by the Special Investigator (SI) and the two seated at the other end of the same side of the table.
    8. The SI reads the prepared statements of the party bringing forth charges first and the fraternity allegedly in violation second.
    9. The Judicial Board asks questions of the party bringing forth charges and then the fraternity allegedly in violation.
    10. Party bringing forth charges is then asked to leave.
    11. The fraternity allegedly in violation gives the Judicial Board questions that it would like asked of the party bringing forth charges.
    12. The party bringing forth charges is asked to return.
    13. The Judicial Board puts questions to him/her.
    14. The party bringing forth charges is asked to leave.
    15. The SI reads statements of the witnesses.
    16. The fraternity allegedly in violation gives questions to the Board to be asked of the witnesses.
    17. The fraternity allegedly in violation is reminded that it must remain silent while witnesses give testimony and answer questions. 
    18. The first witness is called in.
    19. Questions are asked of witnesses at the discretion of the Board.
    20. The witness is then asked to leave.           
    21. If there are additional witnesses, then they will be brought in and questioned in the same fashion as the first witness was in steps 18 through 20.
    22. The fraternity allegedly in violation is allowed to make a closing statement.
    23. The fraternity allegedly in violation is asked to leave.          
    24. The SI and Advisor are asked to leave.
    25. The Judicial Board then begins discussion on whether or not the fraternity allegedly in violation was, indeed, in violation of the IFC constitution or bylaws.
    26. Once a member of the council feels that enough discussion has transpired, he will call a vote. 
    27. If a clear majority of the voting members of the Judicial Board agree that enough discussion has transpired then discussion will end. If a clear majority is not reached, then discussion will continue.  
    28. The Chief Justice will then ask each voting member of the Judicial Board whether he votes to find the fraternity allegedly in violation to be in violation or not.
    29. If a clear majority finds the fraternity allegedly in violation to actually be in violation, then the Judicial Board will then begin discussing sanctions that should result from this violation. If a clear majority does not find the fraternity in violation, then the charges will be dismissed.
    30. Once a member of the council feels that enough discussion has transpired, he will call a vote.     
    31. If a clear majority of the Judicial Board voting members agree that enough discussion has transpired then discussion will end. If a clear majority is not reached, then discussion will continue.
    32. The Chief Justice will then ask each voting member of the Judicial Board for his vote on which sanction(s) he believes should be imposed on the fraternity in violation.                          
    33. It requires a clear majority vote of the voting members of the Judicial Board to impose any sanctions on a fraternity in violation.    
    34. The Chief Justice will then notify the president of the fraternity for which charges were brought forth of the decision, including any sanctions, in writing and by phone.
    35. The Recording Secretary shall turn over the audio tape and a copy of his notes of the hearing to the Dean of Student Affairs and the Greek advisor upon request.

SECTION 4. Sanctions.

  1. Penalties can be issued as follows:

    1. Sanctions of an educational nature will be issued to violations of a lesser degree. These sanctions may include but are not limited to College and/or community works through service or the provision of educational programs. 
    2. Sanctions issued for violations of a greater degree as determined by the Board can lead to revoking of social privileges, fining of the chapter, or altering of the chapterÕs existence within the fraternity system.
    3. Sanctions for fraternities found to be in violation of Rhodes Alcohol Policy will be assessed as a minimum, but not limited, to the following:

    First offense: A fine of $100.

    Second offense: A fine of $100 and a minimum of a 2-week social suspension.

    Third offense: A fine of $200, a minimum of a 4-week house suspension, plus a mandatory alcohol program approved by the Judicial Board to be hosted and attended by the fraternity found in violation.

    Fourth offense:  A fine of $200.00, a minimum of a 6-week house suspension, plus any additional measures which are deemed necessary by the Judicial Board and Rhodes College Administrators to assist in reforms of the fraternity found in violation.

  2.  Sanctions for violating Rush Policies and Rush Alcohol Policies shall follow the guidelines in Chapter III.
  3.   Penalties shall accumulate during one academic year, beginning in the fall when school officially opens.
  4. Social suspension is defined as a suspension in which the fraternity in violation may not host any parties in their fraternity house for the duration of the sanction(s).
  5. House suspension is defined as suspension in which the guilty party may not use their fraternity house for any reason, with the exception of housing the person(s) who live there, for the duration of the sanction(s).
  6. There shall be an Appellate Board of the IFC.

Chapter III – RUSH

SECTION 1. Rush Definition.

Formal Rush is a period of recruitment at the beginning of the Intro to Greek Life in the fall semester and ending on Bid Night.

Open Rush is a period of recruitment beginning one week after Bid Night and extending until the final day in the spring semester.

SECTION 2. Rush Preparation.

During the spring semester prior to rush:             

  1. The IFC will determine the dates for all IFC sponsored rush activities.
  2. Each fraternity will designate two rush counselors;  
  3. The IFC will review all rush rules and distribute them to all rush chairs;
  4. The IFC and each fraternity will send rush information to all incoming freshmen.

SECTION 3. Role of the IFC during Rush.

  1. The President and Vice President of Rush will be rush neutral and will not disclose their affiliation to the rushees.
  2. The IFC establishes and enforces Rush Rules every year.           

SECTION 4. Rush Judicial Board

  1. A special board shall be designed to adjudicate Rhodes IFC Rush Policy Violations that are reported during Rush.            
  2. This board shall be named the IFC Rush Judiciary Board.          
  3. It will consist of the regular Judiciary Board members.
  4. The members shall be required to keep 9:00 PM to 10:00 PM open during each night of rush.           
  5. A reported violation will be adjudicated at 9:00 PM on a night which places the hearing between 24 to 48 hours from the time the violation was reported.
  6. Before a violation is reported, the party bringing forth the charges, which may be the IFC, must collect evidence and witnesses and report to either the IFC President or Vice President of Rush.          
  7. There will be no Special Investigator.           
  8. IFC exec will not hold a pre-hearing evaluation of the reported violation.
  9. Both the president and the rush chair of the fraternity allegedly in violation will be required to attend.
  10. Every aspect of the hearing not described in this section will follow guidelines set forth in Chapter II.         
  11. If a fraternity is found in violation, it must then place slips in the mailbox of all freshmen men detailing what they were found in violation of and what the sanctions imposed on them are. This slip will not be anonymous.         

SECTION 5.      The rush rules must be reviewed every year by the IFC and should be amended, revised, and approved as necessary.

Chapter IV - SOCIAL

SECTION 1.      The IFC wishes to promote a policy of sound, permissible, and agreeable fashion whereby each fraternity may be encouraged to grow socially and responsibly.

SECTION 2.      The fraternities of Rhodes College have the right to create, sponsor, and/or participate in social functions on and/or off campus as long as such functions abide by the rules and guidelines set out by their national organization, the IFC, and Rhodes College.

Chapter V- STANDARDS

SECTION 1.      A fraternity must adhere to a set of standards that is consistent with acceptable behavior that should be exhibited by a Rhodes College student or organization and with the founding principles of Greek life.
